everybody. i'm rob nelson, filling in today for john muller. >> and i'm diana perez. we begin with new details about pair of weekend raids by u.s. special forces. including the capture of a top terror suspect in libya. this morning, the u.s. is brushing aside criticism from the libyan government over that capture. >> secretary of state john kerry says abu anas al libi is a legal and appropriate target for the u.s. military. abc's tahman bradley is tracking the very latest from washington. good morning, tahman. >> reporter: rob and diandiana,d morning to you both. these missions were synchronized. carried out at the same time so the u.s. teams had the element of surprise. one of the missions really paid off. one of the most wanted terrorists in the world is now in custody. a double blow against al qaeda terrorists. two high-risk raids carried out by u.s. special operations forces carried out in libya and somalia. the mission in libya led to this man, abu anas al libi.

>> we hope that this makes clear that those members of al qaeda and other terrorist organizations literally can run but they can't hide. >> reporter: the u.s. had been hunting al libi for 15 years for the murders of hundreds in u.s. embassies in kenya and tanzania in 1998. u.s. troops sfached him up outside his home in tripoli. his brother and son said a three-car convoy was there. before al libi stands trial in new york, a high-value interrogation team will try to get information from him. >> i think there's a lot he can say. a lot of gaps he can fill. >> reporter: 3,000 miles away, another raid in somalia, navy s.e.a.l. team six. storms a compound on the beach. in their sights, a senior leader of al shabaab. they encountered heavier

resistance than they expected. after an hour of gunfire, they were forced to withdraw, unsure if their target was killed. >> one of the things that you know is your intelligence picture, no matter how good it is, it's never going to be perfect. >> reporter: there are big questions interrogators are hoping al libi is answer. among them, where is al qaeda leader aman al za wary. what information does he have about future attacks against the u.s.? diana? rob? >> thank you, tahman bradley live for us in washington this morning. another developing story. syria is taking an historic step with the destruction of the country's chemical weapons. u.n. weapons inspectors spent their first day sunday dismantling the regime's chemical weapons arsenal. they have until the middle of next year to destroy them all. this morning, secretary of state kerry says he was pleased with the progress if syria. meantime in egypt, dozens of people have been killed in are a new round of street violence.

clashes between police and supporters of toppled president mohamed morsi have killed at least 51 people. hundreds more have been injured. morsi supportered fires and police returned in kind can tear gas. and the government shutdown enters its second week with no resolution in sight. the looming debt ceiling is adding to the crisis. the government is expected to reach that october 17th. there will not be a vote on the bill to boost the borrowing authority without concessions from the president. >> my goal is to have a serious conversation about those things that are driving the deficit and driving the debt up. >> as we get closer, the blame will fall on speaker boehner and the republican party for this upcoming disaster. >> well, there is one bright spot this morning. 350,000 defense department employees have been ordered back to work. a dangerous weekend for automotive racing.

a spectacular crash in virginia on saturday. and yesterday, a smashup in texas that ended with serious injuries. the texas smashup happened in the final leg of the grand prix of houston. dario franchitti's car went airborne, slamming into the catch fence, throwing debris into the crowd. he fractured two vertebrae, broke his right ankle, and suffered a concussion in the three-car pileup. 13 fans and a race official was injured. >> one guy came down, bleeding from his head. >> we were in one of the vendor tents over there. and some crew people came around and asked around, do you have giveaway shirts to give to the people in the stands that got hurt. >> reporter: franchitti, a three-time indy 500 win sir hospitalized in fair condition. >> we come here to race. we come here to put on great show. we don't want to see anybody get

hurt. fingers crossed that everybody is all right. >> reporter: just a day before, another spectacular crash between to porsches at virginia international speedway. at saturday's le mans series race. they bumped each other. the one sending the other airborne, flipping over the guardrail. luckily, no one was hurt. both drivers walked away. very lucky indeed. franchitti, meantime is expected to be released from the hospital later today. his ex-wife, ashley judd, the actress, thanked fans on twitter for their prayers. she tweeted she and their dogs are on the way. now to this deadly crash at a monster truck rally in mexico. cameras were rolling after a monster truck went over an obstacle and crashed into fans. eight people were killed. including some children. several people remain in critical condition. there is an investigation as to whether the driver may have been under the influence. a big section of the country is recovering from a nasty storm system that released snow and flooding.

and a destructive line of tornadoes. >> and we now know that the twister that touched down in friday in the small town of wayne was an ef-4. the tornado injured 15 people and destroyed ten homes. that same system brought torrential downpours to louisville over the weekend. six inches of rain in matter of hours. basements filled up fast. and the cleanup continues in south dakota and wyoming after a powerful blizzard buried some areas in up to four feet of snow. thousands, as you can imagine, lost power. airports closed. a major highway was forced to shut down. the rapidly melting snow could lead to flooding in the dakotas. thunderstorms from the great lakes to the ohio valley. a wet day along the east coast. rain heavy at times in the northeast. thunderstorms from the carolinas to florida. meanwhile, showers in the pacific northwest. >> 58 in seattle. mostly 70s in the rockies. 60s across the midwest. 70s from boston to new orleans.

threat of no deal on the debt ceiling issue is not calming any nerves there. asian markets were weaker overnight on worries about those issues as well. good news about gas prices. they're still falling. aaa says the national average for a gallon of regular unleaded is now $3.35 a gallon, that's down five cents from last week. credit goes to refiners passing on lower crude oil prices. and there are new questions about apple's next generation ipad. reports say the tech giant will introduce the ipad 5 at the end of the month. but the new ipad mini will not be released until next year because of a shortage of screens. the company that tracks tv ratings is set to monitor social media. nielsen today will introduce the new twitter posts about tv series. they will measure all twitter activity about television and its influence on how many people watch a particular show.

now for a look at your morning road conditions on this monday. a slick ride in the pacific northwest. wet highways around the great lakes and ohio valley. rain could slow down driver on the east coast from new england to florida. if you're driving, delays possible in much of the east coast, new york, frad philadelphia, washington, d.c., chartd, atlanta. how did a 9-year-old boy evade three security checkpoints? tncht boy ended up on a plane to vegas before flight attendants got a little suspicious about this. here's aditi roy with more. >> reporter: a bold breach at the minneapolis st. paul airport last week. a surprising culprit. a 9-year-old boy. >> he must know something trabt system or simply good luck. >> reporter: the 9-year-old flew to las vegas without a ticket or boarding pass. and went through three levels of security.

the tsa agent, the metal detector, and the gate agent. the delta flight took off. the crew became suspicious because he was not on the list of children flying alone. he was taken into protective custody in las vegas. authorities believe he was a runaway. >> it's probably easier for a 9-year-old. people assume 9-year-olds are being escorted. that a 9-year-old doesn't have the audacity to do it. >> reporter: delta is investigating the incident. the 9-year-old is expected to be sent back to minneapolis. aditi roy, abc news, los angeles. in other news, a third bike sir now charged in connection with the road rage incident here in new york. police say reginald chance is the man seen on the video smashing his helmet into the window of the suv. his attorney says chance overreacted but that he did not assault the driver or his family. in an exclusive interview with abc news, the biker accused of

good monday morning, 4:28. thank you for joining us. i'm kristen sze. >> i'm eric thomas. we begin with breaking news from richmond, an overturned propane tanger has fire officials and safety officials scrambling that the hour. amy holly field live near the scene with the latest information. amy? >> reporter: look behind me, eric, you will see the tank they're overturned there are some firefighters standing in the way. i don't know if you can see there on the interstate 80, on the at the on ramp of carlson boulevard, next to a hotel, america's best value inn. i just called the hotel. the person who answered the phone told me they have

evacuated the rooms that are facing the freeway, right alongside the freeway, closest to where this tanker has overturned. they tell me there's about ten people. one officer told me we are talking about 500 gallons worth of propane inside that tank. firefighters tell any is leaking, it is a small leak, they are concerned and why they have closed off the ramp here on the interstate and why the hotel says they have evacuated those room rooms closest to the tank. the tank on the trailer part, you can see the tax at this cab of the truck and the tank right behind it is upright. the tank that was on the traihe tractor trailer has overturned. the driver is okay. looking at him. stand hearing talking to investigators, but appears he is okay. trying to figure out why it
